According to the law on registration of place of residence, every citizen, non-resident or stateless person is obliged to register at a specific address. In your own apartment or rented. This must be done within a few weeks after receiving a document confirming the identity of the person.
Also, according to the same law, a resident or non-resident, after being discharged from the previous place of residence, must register on another street in another city within the same time frame. This procedure is carried out in the center for the provision of administrative services of the city or district state administration.
If a person decides to leave the territory of Ukraine and settle in another country that does not provide for dual citizenship, for example, in Germany, then it will be necessary to deregister. If this is not done properly, they may refuse to renounce the citizenship of Ukraine, and such a decree is signed only by the president of the country personally.
How to be discharged to travel abroad for permanent residence?
Removal from registration in a passport, ID card for a person to move to another country for permanent residence is carried out according to a completely different procedure than the standard registration within Ukraine.
Procedure for an immigrant:
- Actual moving abroad and getting their first a temporary, and then a permanent residence permit;
- Submitting an application to the Consulate General of Ukraine in the host country for renunciation of citizenship;
- After receiving the necessary papers in your hands, you need to return to the city of the current registration and check out (in the passport or certificate No. 013 there should be a stamp with a note that you were discharged to leave for permanent residence).
After a person has gone through all this procedure, he returns to the country in which he is going to receive a new citizenship and gives the consul an internal and foreign passport of Ukraine. He, in turn, hands over a package of papers to the Ministry of Foreign Affairs, where a decree on deprivation of citizenship is being prepared, which is forwarded to the president’s office. After signing, the document is published in the public domain on the Internet resources of the relevant departments.
What documents are needed to deregister when leaving for permanent residence?
As mentioned above, this is not a standard procedure for a resident of Ukraine, which is carried out according to different rules, in contrast to the usual registration. Accordingly, here it is necessary to prepare a completely different package of documents for the administrative services center.
You will need:
- Application to the Consul General of Ukraine in the country of your actual stay with a request to renounce Ukrainian citizenship;
- Consular decision with confirmation of the above application;
- Consular letter with requirements that must be fulfilled within the specified time frame (no more than one year);
- Passport (internal, foreign), ID card, certificate No. 013 with a mark on the deregistration of the place of residence for leaving for permanent residence;
- ACT of transfer and acceptance of all the listed documents.
Important! If a person is registered in the temporarily occupied territory, then he will first have to check out from such a location, temporarily register in the controlled city, and then deregister to leave for permanent residence.
If a citizen does not want to return to Ukraine, he can entrust this process to a lawyer with an official power of attorney, which can be notarized at the consulate in the country of actual residence of the immigrant. Note! If a person who had a Ukrainian passport renounced citizenship, but after a while decided to become a repatriate, then he goes through the standard procedure, from a temporary to permanent residence permit, up to obtaining a passport. But, if the repatriate was officially assigned, for example, in Kyiv, before renouncing citizenship, he goes through a simplified procedure and automatically receives a passport!
