Registration through DIYA
What is the DIYA application?
Almost immediately, after Volodymyr Zelensky was elected President of Ukraine, the authorities began to talk about the idea of a digital state. After the Servant of the People party received a majority of seats in the Supreme Council, the idea of moving the document flow with officials began to be put into practice. The result of this was the creation of an application for smartphones called “DIYA”.
It is worth noting that only citizens of Ukraine can install this program on their phones, a non-resident, even if he downloads it, will not be able to use it, because he will not be able to activate the application. The essence of such a program is simple and lies in the fact that a person does not need to carry identity documents with him. For example, if a man or a woman is stopped in a public place by a police officer, then it is enough for a citizen to open the DIYA, where all his documents are uploaded in a digitized format. If this is not enough for a police officer, he can directly scan the code from this application to a special planet of the Ministry of the Interior, where all the available information about an individual will be pulled up to him.
How to register through the DIYA?
Since the introduction of the state mobile application into society, the special ministry has been constantly improving it, adding new functions so that people do not waste their time visiting administrative service centers and, most importantly, do not spend hours waiting in long lines. But, as for the issue of registration in Kyiv, everything is not as simple as it seems at first glance. Let’s start with the fact that now officially this procedure is called: “Declaring the place of residence/stay.”
Step-by-step instructions for registering a place of residence:
- Preparation of documents (copies) from a person who wants to register (identity confirmation, data on the previous place of registration) and from the owner of a residential property (ownership);
- Filling out an application at the center for the provision of administrative services for registration and/or simultaneous discharge from a valid address.
- Obtaining an extract from the district administration with data on the new place of residence of an individual (usually issued 1-3 days after the submission of the papers).
Important! Through the DIYA application, the owner of an apartment or a private house can confirm his consent to registration, but if his property is in the state register.
Documents for registration of residence in DIYA?
In December 2021, the Supreme Council of Ukraine adopted a new law on the procedure for registration with the migration service at the place of residence, that is, on registration. For the first few months, the centers for the provision of administrative services were in some confusion, everyone was waiting for a decree from the Cabinet of Ministers with explanations on how to work and what documents to require from the landlord and tenant. At first, they even demanded a notarized copy of a foreign passport, this is with regard to foreigners with a temporary or permanent residence permit. As for the citizens of Ukraine, everything remained practically unchanged for us.
In May, June 2022, they nevertheless approved a resolution with clear instructions for registering a place of residence.
The list of required documents for registration through the DIYA:
- Passport-book or ID-card (with a certificate of registration / absence of registration of place of residence) of a resident and, accordingly, a residence permit for a non-resident;
- Identification code (if available);
- Military ID (for men, citizens of Ukraine under the age of 60);
- Application for a new, 2022 sample for registration or withdrawal/registration, if these two actions are carried out simultaneously;
- Residential real estate purchase/sale agreement and owner’s agreement (noted in the same application);
- Power of attorney from the owner of the apartment, private house (if the documents are submitted by a third party).
Important! Theoretically, all this can be done using an application with an unspoken name: “Digital State”. But be prepared that the system, which should read and process information without hindrance, will fail, and you will have to register for several hours, or even days.
