How to register in Kyiv from 01.12.21 under the new rules for a resident?
According to the law of Ukraine on registration of a place of residence, everyone, who is on the territory of our country, is obliged to register a residence permit. This rule applies to citizens, foreigners and stateless people. The procedure is quite simple, the main thing is to have a place where to register. This can be either your own home or rented.
From December 1, 2021, at the initiative of the Ministry of Digital Transformation of Ukraine, new rules for registering a place of residence began to operate using the state application “DIYA”.
Procedure and documents for registering a resident in Kyiv:
- Get vaccinated against COVID-19 or a fresh test (without this, you will not be allowed to the administrative services center);
- Prepare passport and identification code (originals only);
- You must have a contract of sale and purchase of an apartment and an extract from the register, which confirms the ownership of the property (originals only);
- The documents listed above are submitted through the application “DIYA” (if the owner of the apartment is not you, then the real owner must confirm through the same application that he is not against being close to you);
- A number for reception at the state registrar (with date and time), which is obtained only through the Internet resource of the ASC;
- At the appointed time you submit the same documents in the original, the presence of the owner of the property is mandatory;
- The next day, you can pick up your passport or ID card with reference number 013 at the ASC.
Important! For men under 60, citizens of Ukraine must provide a military ID with registration in a new area of residence.
How to register in Kyiv from 01.12.21 under the new rules for a non-resident?
As for foreigners, here the procedure for registering a place of residence is the same as for citizens of Ukraine, but papers for the provision of administrative services in the center have been added.
Procedure and documents to register in Kyiv as a non-resident:
- Get vaccinated against COVID-19, a fresh test or a certificate of the presence of antibodies;
- Prepare a temporary or permanent residence permit (valid only);
- Make a notarized translation of the foreign passport of the country of citizenship of the non-resident;
- You must have a contract of sale and purchase of an apartment and an extract from the register, which confirms the ownership of the property (only originals);
- A number for reception at the state registrar (with date and time), which is obtained only through the Internet resource of the ASC;
- At the appointed time, the foreigner submit the specified documents in the original, the presence of the owner of the property is mandatory;
- The next day, you can pick up your temporary or permanent residence permit with certificate No. 013.
Important! If the registration is drawn up by a legal company, then the representative must have a notarized power of attorney from the landlord.
How to withdraw from registration of a place of residence in 2022?
The question of how to check out from a specific address is easier to solve than the initial registration, but here there are some nuances that are worth paying attention to.
Discharge procedure from residential address:
- At the place of new registration, a resident or non-resident is issued automatically, and a notification is sent to the person’s old residence address;
- The second way is to do everything yourself. Here a citizen comes to the ASC with a passport and asks to remove it from registration.
Important! Under the new rules, a passport is not stamped, and a certificate that a person has been discharged may not be issued. It is recommended to use the first method. Also, we draw your attention to the fact that if a person does not have a registration mark in his passport or residence permit at all, then he will not be registered at the new address so that there is no double registration. There can be exceptions to the rules only when an individual moves within the same city or region.
