Deregistration of residence for immigration, what is it?

It is known that every citizen of Ukraine, a person with a temporary or permanent residence permit, within thirty days from the date of receipt of documents confirming his identity, is obliged to notify the state of his place of residence, which will be confirmed by certificate No. 013.

Recall that from 12/01/2021, a stamp indicating the address of stay in the passport is not put. When a person wants to change his place of residence, he is also obliged to come to the center for the provision of administrative services, notify the local official that he is moving. There is also another option, according to which, an individual is discharged at the place of new registration, and the administration at the old address of residence sends a letter notifying that this or that citizen has registered in another city, village, district, region.

When it comes to immigrating to another country whose legislation does not provide for dual citizenship, the procedure for deregistration of residence is slightly different. This implies that a person after departure will no longer be registered with the passport agencies of Ukraine.

Why check out for immigration?

A citizen of Ukraine who has made a decision to permanently leave our country and change his passport to a foreign one, according to domestic legislation, is obliged to renounce Ukrainian citizenship. Naturally, when a person moves to another country that provides for dual or even triple citizenship, then no one will start the procedure for canceling a Ukrainian passport.

If a person wants to become a resident of a country where dual citizenship is prohibited, for example, Germany, then he must come to the nearest consulate of Ukraine, write a corresponding application and officially start the immigration procedure. If this is not done, you will not be able to become a resident of the same Germany. It will not work to deceive, since it does not require much effort to check whether an individual, as well as a legal entity, belongs to a certain country. The maximum you can count on is a permanent residence permit. But it will be possible to travel abroad only with a Ukrainian passport, which will have to be reissued every ten years.

How to withdraw from the registration of residence in Kyiv for immigration?

There are several ways, but each of them starts the same way, this is the receipt of a certain set of documents from the local consul of the host country. After that, you are given approximately one year to complete the immigration procedure.

First way:

  • Arrive in Ukraine, appear in person at the center for the provision of administrative services, issue a certificate for traveling abroad for permanent residence;
  • Return to the country of immigration, transfer papers to the consulate of Ukraine.

Second way:

  • Prepare a power of attorney at a local notary in the country of current residence or at the consulate, transfer to Ukraine to a lawyer who will issue a deregistration of the place of residence for leaving for permanent residence abroad;
  • Having received back the entire package of documents, including certificate No. 013, also hand it over to the Consul of Ukraine.

Important! If the power of attorney is issued by a private notary, it is necessary to issue an apostille. If at the consulate, then an apostille is not needed!

No matter which method you choose, your papers are redirected to the Ministry of Foreign Affairs, and then transferred to the President’s office, after which the President personally signs a decree depriving a person of Ukrainian citizenship.

What documents are needed to apply for immigration?

Often, people make the decision to go abroad for permanent residence already being in a particular country, having at least a permanent residence permit, a family and a stable annual income.

Having made the final decision to stay in a country where dual citizenship is not provided for, an individual must collect a small package of documents in order to withdraw from Ukrainian citizenship.

Documents for deregistration of residence for immigration:

  1. Passport in the form of a booklet or ID card of the established form;
  2. Notification from the Consulate General about the start of the procedure for leaving for permanent residence, for example, to Germany;
  3. A decision certified by the consul on the preparation of documents for immigration.

After receiving all of the above papers in your hands, and their execution may take from one to three months, you need to withdraw from the registration of a place of residence in your city, for example, Kyiv, Lviv, Dnipro. After that, you will receive a certificate No. 013 in your hands, which indicates that you were discharged specifically for immigration to a certain country. If within the country this certificate is signed by an ordinary inspector, then in cases of immigration it is signed at least by the head of the department.

If a person is registered in the temporarily occupied territory of Ukraine, he must first be discharged, for example, from Yalta, registered in Kyiv, Lviv, Dnipro, or somewhere else, and only then removed from registration to travel abroad for permanent residence.
